Good Management Practices

In the new millennium, government began to add more of a management component to its focus on performance management. Previous efforts mentioned management, but if one looks closely, they really were about goal attainment, efficiency, and financial management. Most new initiatives tended to focus on ensuring that managers had the capacity to manage, and, where there were gaps, to fill them. So, policy makers began to illuminate the management black box, all but absent in strategic and performance management models. Self-assessment to identify good and bad practices became widespread, extensive use of technical assistance and advising began, and development training on how to manage abounded.11 Evidence, as noted above, became compliance with guidance and process.
